No, it's a custom texture pack for MH4U, the rom is unmodified. Citra allows loading of custom textures so OP is taking advantage of this to add higher resolution textures for MH4U.

Summary
Monster Hunter 3 Ultimate doesn’t run well on Citra. Even powerful hardware can barely obtain mediocre speed. The game has no obvious graphic and audio issues, and the game is playable. You may find that controller input speed is too fast. You can use a cheat code [credits to mikewii7] to improve the perfomance. And dont forget to turn of 3D display in game options and set depth to 0% in Citra options.

Monster Hunter 4 Ultimate appears to sport a couple of visual improvements on the New 3DS. Along with improved textures, the game also features better shadows.
